The Mobile Police Department would like to extend an open invitation to the media for the monthly Officer of the Month Luncheon to be held Tuesday, November 10, 2009 at 12:00 p.m. at the Knights of Columbus Hall, 3051 Pleasant Valley Rd.
Officer Emanuel Dotch, a nearly two-year Mobile Police Department veteran assigned to the Third Precinct, will be awarded the honor for his exceptional performance while assigned to the patrol division during the month of October.
• On October 6, 2009 at approximately 4:00 AM, Officer Dotch was dispatched to a silent burglar alarm at 671 Stanton Road located in the Third Precinct. Officer Dotch recognized this address as a business that had been burglarized several times during the preceding weeks. Upon arrival, Officer Dotch noticed movement coming from inside the building. He notified dispatch and began to silently observe the subject who was inside the building. When other officers arrived, a perimeter was established to keep the subject from escaping. Officer Dotch found the suspects entry point and upon the subject attempting to exit the building, Officer Dotch was able to take the subject into custody. It was later discovered that this same subject had been the person who had previously burglarized the business.

• On October 20, 2009 at approximately 8:20 PM, Officer Dotch responded to USA Women's and Children's Hospital to the report of a rape involving a 15 year old victim. After gathering the initial information, detectives were called to the scene. Further investigation by detectives revealed that the juvenile had been the victim of a sexual assault by her father. Officer Dotch led the detectives to the subject's address located in the Josephine Allen Housing Development. Upon attempting to make contact with the subject at the residence, the subject suddenly pulled a handgun from his person and began shooting at Officer Dotch and the detective. Officer Dotch was able to return fire and move to a point of cover in order to contain the subject. Officer Dotch was then instrumental in evacuating innocent people from the connecting residences and maintaining the perimeter while waiting for the Tactical Response Unit to arrive and enter the residence.
Officer Emanuel Dotch demonstrated excellence in his overall performance in the month of October. He responded to 32 calls, 18 backings, and issued 5 citations. He also made 3 felony and 1 misdemeanor arrests. Officer Dotch's involvement in two specific situations demonstrates his metal as a Police Officer and devotion to the community.
