Chief Garrett began his career as a Police Cadet in September of 1971. He rose through the ranks over the years and served in nearly every aspect of the police profession including Patrol, Internal Affairs, Crime Prevention, Community Services, and numerous other command positions. Mayor Sam Jones appointed him Police Chief in July of 2006.

Chief Garrett is well known for his commitment to a number of charitable endeavors with Camp Rap-A-Hope being at the top of the list.
