Chief Barber Graduates from National Executive Institute

Jul 11th, 2014

On July 10, 2014, Chief James H. Barber graduated from the 37th session of the FBI's National Executive Institute (NEI) at the FBI Academy in Quantico, VA. Over 40 senior law enforcement leaders from across the United States and around the world attended the class. This is the most senior executive training offered by the FBI which emphasizes leadership, professionalism and partnerships. Experts across the public and private sectors instructed on a wide range of topics such as leadership in law enforcement, crisis management, team building, employee development and caring for sworn and civilian staff.

"Training is critical to our department so we can improve our services to the community every day. NEI is an important element of that training and hearing some of the best ideas and practices from the FBI and other law enforcement leaders will pay dividends for the Mobile Police Department," said Chief Barber.

Each year, this prestigious organization selects executives of law enforcement organizations from all over the world to attend their program. There is no application process as the trainees are selected from the best leaders and brightest minds in law enforcement. Barber received his selection within months of taking office as Chief of the Mobile Police Department. With his graduation, Chief Barber has become a member of the National Executive Institute Associates, of which there are approximately 250 members worldwide.

Owen Harris, the Assistant Director of the FBI's training division, demonstrated the importance of partnering with local, state, federal and international police executives by being an active peer and student in the course. AD Harris stated, "Having Chief Barber in the NEI was an asset to the training. Each student brought case examples and not only issues that each has faced, but more importantly, solutions to a variety of problems. The relationships born and developed in the NEI will last throughout the careers of each student. Teamwork is the only answer when combating today's crime and national security issues and with the relationships built in NEI, will make each of us more successful in the law enforcement arena."

The NEI is the FBI's premier executive training initiative providing training for FBI executives and for the heads of the largest law enforcement agencies in the U.S. and overseas. The NEI consists of two sessions, each one week long every year. The training focuses on strategic leadership development and current affairs. Attendees typically oversee departments with more than 500 sworn officers serving a population of 250,000 or more.
