Chief Barber Urges Board to Deny Parole

In letters addressed to the State of Alabama Board of Pardons and Paroles, Chief James H. Barber, as a representative of the citizens of Mobile, asked the Board to deny early parole to two felons. Each of the men committed violent felonies in Mobile and have become eligible for parole this month.

In October 2000, Lawrence Dwayne Roscoe was found guilty of Murder and Robbery First Degree and was ordered to spend the rest of his life in prison. Prior to this crime, Roscoe was arrested by Mobile Police on eight other felony charges since 1996, three of which were violent robberies. He is eligible for parole on July 22, 2014.

In November 2012, Frank Moore Howard was found guilty of two counts of Robbery First Degree and was ordered to spend only 10 years in prison. Prior to this crime, Howard was arrested by Mobile Police 16 times since 1995, five of which were violent felonies. Howard was also named as the key suspect in 27 additional cases. He is eligible for parole on July 8, 2014.

In the letters, Chief Barber stated "Our community is a better place because [Roscoe and Howard reside] in your facility."
