Sergeant Joe Cotner’s investigation into the Saving Youth Foundation resulted in the Alabama Legislature passing Act 17-374. Cotner, who works for the Mobile Police Department Child Advocacy Center, attended the ceremonial signing of the act in Montgomery today, June 29, with Governor Kay Ivey.
The act provides for the registration and regulation by the Department of Human Resources of any private religious or faith-based organization that houses children for counseling, therapeutic, behavioral, or educational purposes when on-site residency is required for periods over 24 hours. This act also requires the Department of Human Resources to promulgate rules establishing registration and regulatory requirements.
